i want to become a doctor who fixes broken bones, btu not have to do surgery, is there a special doctor?
is there a speical doctor who specializes in broken bones, like casting them, butnot have to do surgery on them?

The doctor that specializes in broken bones is an orthopedist. I believe most orthopedists do in fact do the surgery on their patients. However, you could probably become an orthopedist and just make sure you have an orthopedic surgeon in the same practice(office) as you, or you could probably become a physicians assistant and be the assistant to the orthopedic surgeon – they assist on everything, but may not have to do surgery.
What you should do is start researching on the internet, or even call or visit an orthopedist's office (if you're going to visit call ahead to make sure they'll have time to speak with you). While talking to them ask them if it's possible to be in orthopedics without doing surgery. They'll be able to answer that question and then some.
